Skin penetration, hairdressing, beauty and massage

Skin penetration is defined as a procedure where the skin is cut, torn, punctured, shaved or penetrated in anyway. This includes most procedures and treatments carried out by tattoo, body piercing, acupuncture and some beauty therapy (e.g. nail care) businesses. 

Businesses offering these services will be inspected by the City’s environmental health team, who are guided by the Health (Skin Penetration Procedure) Regulations 1998. The premises are subject to annual inspection and payment of an annual inspection fee.

Businesses offering hairdressing services will be inspected by the City’s environmental health team, who are guided by the Hairdressing Establishments Regulations 1972.  

Complete a notification of a skin penetration/beauty therapy/hair dressing business form along with a layout plan of the proposed premises to begin your application for approval to operate a hairdressing business. An environmental health officer will contact you to discuss and progress your application.  

Once your business has passed an inspection, rectified any issues identified in the inspection, and paid the registration fee, the City will send you a certificate of registration.

In Western Australia the Health (Miscellaneous Provisions) Act 1911 doesn’t make specific provisions regulating massage therapy, but the local authority must be notified that you are operating your business.
